1. Foundation of the International Consortium on Landslides (ICL) and accession of the Japan Landslide Society to the Consortium

The International Consortium on Landslides was founded in January 2002 at Kyoto Symposium hosted by Kyoto University and United Nations Educational, Scientific and Cultural Organization (UNESCO) and sponsored by the Japan Landslide Society. ICL is a non-governmental, non-profit organization, sponsored by UNESCO, World Meteorological Organization (WMO), Food and Agriculture Organization (FAO), International Strategy for Disaster Reduction (UN/ISDR), and inter-governmental study programs such as UNESCO International Hydrology Program (IHP), as well as the Japanese government (Ministry of Education, Culture, Sports, Science and Technology), and US government (US Geological Survey, or USGS). The Japan Landslide Society is one of the original member organizations of ICL, which currently consists of 49 organizations from 22 countries. In 2002 ICL was registered as a specified non-profit organization at Kyoto prefecture, and at the same time an administrative office was founded in Kyoto. Professor Kyoji Sasa, Director of Research Center on Landslides, Disaster Prevention Research Institute, Kyoto University and a former chairperson of our Society became the first chair, while Professor P. Canuti of Florence Institute of Design International in Italy (also a vice chairperson of International Association of Engineering Geology and the Environment, or IAEG), Dr. P. Bobrowsky of Geological Survey of Canada (also a vice chairperson of International Union of Geological Sciences, IUGS), Dr. P. Lyttle (Chairperson of USGS Landslide Disaster Research Program Committee), and Dr. R. Mucho, Director of Peru Geological Metallic Resources Research Center were appointed as vice chairs.

2. Purpose and activities of ICL

The purposes of ICL are as follows.

a) Promote landslide disaster studies to contribute for the community and
the environment, as well as develop capabilities, especially including
  promoting education in developing countries.
b) Integrate science and technologies for the earth in appropriate cultural
and social environment and assess the risk of landslide disaster in the
cities, villages, developing regions, and cultural and natural heritage
districts in order to contribute to preserve natural environment and
high social values in the district.
c) Act as a partner in both international and domestic projects to win
internationally high reputation by integrating, planning, and coordinating
international expertise for risk assessment of landslide disasters and
  effort to reduce the risk
d) Promote landslide disaster research programs extensively on a global basis

The main activities of ICL are International Programme on Landslides (IPL) that aims to promote studies of landslide disaster and fostering of human resources, and the public relations for the research activities through publication of Landslides – Journal of the International Consortium on Landslides (quarterly publication starting in April 2004 by Springer Publishing Company, Germany).
